OFS Overview

The Office of Fiduciary Service (OFS) plays a crucial role within the University of Liberia College of Health Sciences (ULCHS), exemplifying a mission and objectives focused on self-reliant and resilient financial and grant management systems.

Objectives

OFS aims to enhance ULCHS's activities by achieving the following objectives:

      1. Timely and accurate management and reporting

      2. Delivering cost-effective finance systems and processes

      3. Decision-making support by providing business-critical information

By fulfilling these objectives, OFS plays a pivotal role in advancing ULCHS's financial sustainability, operational excellence, and strategic goals.

Our Mission

OFS's mission is to establish self-reliant and resilient financial and grant management systems essential for improved revenue generation and management within ULCHS. This mission underscores OFS's dedication to ensuring financial stability, transparency, and effectiveness in managing resources.

Office of Fiduciary Service Staff

Barbara J. Doe-Quarbo is the Director of the Office of Fiduciary Services (OFS) at the University of Liberia College of Health Sciences (ULCHS). She has a Masters degree in Business Administration (MBA). As Director of the program, Barbara manages the OFS staff, oversees all financial-related operations, and supports the various teams within the unit.

Alexander T. Johnson is the OFS Finance and Admin Coordinator. He has a Bachelor’s degree in Business Administration (BBA) in accounting and is a current MBA candidate. Alex is responsible for processing staff and consultant salaries, filing and paying taxes, and producing financial reports. Prior to working at ULCHS, Alex worked at the International Red Cross Federation.

Dale Okai is the OFS Finance Officer. In this role, Dale processes payments in the Quickbooks software, processes vendor taxes, manages vouchers and oversees bank reconciliations. He has a BBA in Accounting, is a  Certified Public Accountant (CPA) candidate, and holds several certificates in finance, including one in internal auditing.

Fathia EN. Stewart is the Finance and Administrative Assistant in OFS. She has a BBA in Management and Accounting and worked with an international bank as well as Liberia’s Ministry of Agriculture prior to joining ULCHS. In her role, Fathia is responsible for petty cash disbursements, processing vouchers, management of financial documents, and tracking of inventories.

Deerah Mensah is the OFS Junior Finance Officer. Before joining as a full-time employee, Deerah served as an intern with ULCHS. In her role, she manages the Quickbooks software, processes online payments, manages the college credit cards, and serves as the internal travel agent.

The ULCHS CTLI is a national public-private-academic hub for research utilization education, training, and collaboration throughout Liberia’s health sector. CTLI provides a long-term institutional home for sustaining programs developed through BRIDGE-U: Applying Research for a Healthy Liberia (BRIDGE-U Liberia) and other funded projects. CTLI also provides a place for faculty, students, policymakers, clinicians, entrepreneurs, and others to gather for project activities and trainings as well as networking and collaboration.
